UPDATES Administration: New Boiler, Incinerator, and Cement Standards: On January 31, 2013, the Final National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters were published in the Federal Register. Finalized on December 21, 2012, these final boiler emissions standards will reduce harmful mercury, toxic metals, and acid gases emitted from industrial boilers and incinerators. However, in response to industry complaints, the final reconsidered standards weakened some emissions limits and extended the compliance date from the time of the rule’s re-issuance. Tier 3: On January 29, 2013, The Environmental Protection Agency (EPA) sent the draft Control of Air Pollution from Motor Vehicles: Tier 3 Motor Vehicle Emission and Fuel Standards (also known as “Tier 3”) to the White House’s Office of Management and Budget (OMB) for regulatory review. These standards are expected to reduce the average sulfur content of gasoline from 30 parts per million (ppm) to 10 ppm, and to significantly reduce harmful pollutant emissions from vehicles, while adding less than a penny to the price of gasoline. They have widespread support from automakers, and recent polling from the American Lung Association shows a 62% public majority supports stronger pollution controls on gasoline. The Agency is expected to release its draft proposed rule for public comment in March 2013 and aims to finalize the rule December 31, 2013. In a series of letters, the National Association of Clean Air Agencies, public health groups, and a diverse coalition of industry, environmental, and scientific organizations all have urged the Administration to finalize these rules by year’s end. |
